I have 2 pqrs one is qualified with impact @-29 degc & another one qualified with impact @-46 degc. If i combine both the pqrs for a new WPS for what temp of impact test can i use this? is it acceptable for any code of construction?

Depends on what processes, materials, thicknesses, etc.,  If all things are the same, I would base the WPS on lower temperature.  What is the constructing code?

Process: GTAW, material: CS, gtaw upto 17mm & to be combined with SAW, CS. code of construction: asme sec viii div 1

By looking at the figure, I guess he is referring to B31.3. Yes I agree with Jon if all essentials remained unchanged, then the lower temperature shall apply.

If both processes were qualified at -46C, then it seems to me you'd be covered, but "possibly" only for the ranges specified in that PQR.  Whats the details on the -29C PQR?  It's hard giving advice remotely, as you might imagine... don't want to lead anyone down the wrong path.

May I ask, what benefit to you hope to gain by combining these 2 PQR's?

We have wps (smaw+saw) qualified with impact @-46 deg c but i want to use the gtaw (another wps qualified upto 17mm thk impact tested @ -29 deg c) for root/hotpass/Ist fill then we use saw in production (where the mdmt is -46 deg c)

You may not use the GTAW process at -46 if it was qualified only at -29.
