if we weld two carbon steel and one of them is higher strength than the other (steel group III to group II ), we should use filler metal (SMAW) of the lower strength steel or the opposite .

you should use for the lower strength steel, but If you already have a procedure stating something else, you should follow it. (unless your making a new PQR or doing prequalified WPS)

Table 3.1 note 1. U can use either, but if you go with the lower strength bace metal it has to be low hydrogen filler metal
