You know, it's an interesting question. Having set through the course myself then taken the test, and being an educator I realized a couple of things.
1) all of the info is readily available
2) it takes time to absorb that much info
3) it could easily be broken into sections
4) it could easily be done on computer
Now some will say that the visual inspection workshop could not be done on computer, but thats hogwash. A good series with pictures/references/ and sound could do it easily. The only trouble is that the cost of books for prep might be prohibitive. Then there would be the issue of several people getting together and paying for it. It might be tough to get your money back.
