Tool steels and Hadfield steel are used neither for pressure vessel nor structure.
Which code must be used to prepare WPS & PQR?

The material can not dictate the code but the Industry it will used in can.
If you are working on pressure vessles then ASME sect IX is the applicable code. Assuming you are in the US!
