Is there an NDT method for inspecting flare-groove weld depth of penetration?

If it were me, I would mock up the joint in question, weld with the same parameters, and then cut and etch to verify the depth of penetration.

with proper mock up and procedure UT could do it

Iv'e done what John said and cut up a mockup.  Its time consuming, and can be a pain to make, but in the long run when the $!it hits the fan you can prove that what you welded worked and got you whatever was required.
I don't do it for all of them, depending on the project and such, but after awhile you get the jist of how deep the weld penetrates so you feel comfortable after awhile.

I refer to the question of NDT method, I think depending on weld size, UT may be used for flare-Groove Welds (Filled Flush) in rectangular tubular sections, but for two round parts like round bar, VT is sufficient with the aid of steel rule and taper gauge to estimate the weld depth.
