Can we allow a non-employee (sub-contractor) to test (qualify) to our qualified WPS and then perform welding for us?

I'd have to read the D17.1 specification and project specifications closely before placing any money on the line. D17.1 has something called the "Engineering Authority" that is a wild card when working with D17.1.

I've known some of the major engine manufacturers to qualify the WPS and then let their subcontractors use the WPS without further qualification other than testing the welders to that qualified WPS. Very different than the D1.X welding codes or ASME. Other times, all bets are off and the sub has to qualify both the WPS and the welders.

I forget whether it was D1.1 or D1.5, but one of those recently had an interpretation where the WPS used for welder qualification didn't need to have been qualified by the same company or approved by the customer.  The idea was to be able to allow SWPS.
