for pre qualified joint B-U2-GF the maxium root opening as fit-up is ? the answer says 0-5/16 i guess i don't understand how they got it. What dose the 1/4 max mean?

Reading from D1.1(2006) B-U2-GF has a root opening of 0 to 1/8" with a "as fit up" tolerance of +1/16",-1/8". So the max opening would be 3/16". 
Is this in a test book of some kind that you are looking in? If so, I have run across answers in the answer key that were indeed wrong. Typos if you will. It drove me nuts.

It would help if I gave you the correct info the joint in question is B-L2c-S 1/2 to 1 inch sorry its been a long night.

D1.1 (2006) pg.92 B-L2c-S "1/2 to 1" has a root opening that equals zero, with a "as fit up" tolerance of +1/16, -0. So max root opening would be 1/16". The 1/4" max tolerance  is referring to the root face dimension (f), which has a tolerance of +/- 1/16" (as fit up), so that is where you are getting the 5/16".
