Forgive me if this problem has been addressed already.  What Low Hydrogen SMAW electrodes are being used on welding deck to >1/4" supporting structures in the field now days?  E7018 sure is slow, but D1.3 requires LH when welding to support steel greater than 1/4" in thickness.  Any suggestions would be greatly appreciated.

Some flux cored wires are low hydrogen and have very high deposition rates compared to 7018.  The only way you might be able to speed things up with a 7018 is go to a bigger rod and more amps. ;-)
