No, but they are good reference material.  Some you will want, some you might need.

I just finished a 1 year program here at the local community college. It covered SMAW, FCAW, GTAW, GMAW, O/A, Plasma Cutting, and Metallurgy. Basic Fundamentals, and Advanced, Ferrous and Non-Ferrous metals. I am looking to become an inspector in the field of shut-downs. Like around Houston in all of those plants.

I've been welding for 6 years, I have a High School Diploma, I do not have a degree of any kind, just certificates saying that I completed all of the welding and metallurgy classes. OK I looked at the B5.1:2003, and correct me if I'm wrong, but you HAVE to have 2 years post high education in a welding curriculum?

No.  If you don't have the minimum 5 years experience, then you can use up to 2 years of education (in related field) as a substitute for work experience.  That is how I understand it.
