GMAW-S, WPS is written for .045" can the welder qualify with .035" for testing but only weld in production with .045" (Table 4.5 #10 any increase or decrease requires requal.) or must they test with .045"?

If you are talking about AWS D1.1, you need to look in table 4.12 for welder qualification essential variables.  A welder can be qualified with .035 and use .045 in production.  If you qualify a WPS with .035, your stuck to using .035, unless you get another WPS in order using .045.
