I had a colleague ask me about preheating this combination of steels and haven't been able to find him an answer in the code. So I thought I would throw this out to some of the seasoned veterans in the industryto see what the thoughts were on this.

1045 has enough carbon to be hardenable. I don't have code experience, but if I was doing it I would preheat & post heat. You should use a low hydrogen welding process.  You may be able to eliminate the post heat if You cool slowly depending on part size. Is the 1045 heat treated? will it be after welding?
