AWS D1.1 lists prequalified steels, filler metal matches, etc...in Section 3. Would need to know ASTM material specification.

Yes. AWS D1.1:2000, 3.2.1 will get you started.

I am looking for a WPS similar to AWS B2.1-1-016 (M-1/ P-1/ S-1, Group 1 or 2) but using GMAW 70 series wire as the process

ANSI/ AWS B2.1-1-016-94 is a Prequalified WPS that you can buy from Global Engineering Documents. That particular one covers SMAW of Carbon Steel (M-1/P-1/S-1, Group 1 or 2) 1/8"through 1-1/2" Thick, E7018, As-Welded or PWHT condition. I need one similar to this but for GMAW

You can prepare your own Prequalified WPS in accordance with D1.1. The requirements for the WPS are all contained within the code. You must fall within the joint design and process requirements within the code.

Is it short circuit transfer? If it is, then it will not be pre-qualified.
