The collapse Saturday of a partially built, 13-floor apartment building killed one worker in Shanghai, police said.
The building fell about 5:30 a.m., fatally trapping a 28-year-old worker in rubble and shaking the neighborhoods around it, Xinhua, China's state-run news agency, reported.
"It was just like an earthquake," witness Zhang Supong told China Daily.

the building sucks, but I would like to know who made the glass. There appeared to be a surprising number of intact panes given that the whole building fell.

I'd say give the architect and structural engineers a raise for the super-structure and send the geotech/civil engineers to gulags. Probably being a bit harsh since my command of the Mandarin language is non-existent and the collapse could have been due to unknown or circumstances beyond control.
Amazing it didn't "domino" the other building.

The technology is pretty amazing.... that this building fell and remained essentially intact.  But still, even with technology being what it is, I can't believe the year 2009 is already halfway over and scientists have yet to create a pair of bedroom slippers that makes homemade doughnuts.

I wonder if the piles were made that short, or if there was an inspection slip-up? I can already see that there was not enough re-bar in the piles.

I hope he got a lot more than that!  If you are going to sell your integrity, GO BIG.  Really BIG.

In China, you get executed for this type of bribe taking, or even simple ignorance that can embarrass the State!  I hope he has some good organs to harvest, so some more good will come out of this!

I've heard that a breach in the adjacent river wall caused the site to become saturated and potentially compromising the foundation system.

If you wish to semi validate a story you read online, you have to find it from multiple media groups. The links represent China, United Kingdom, Australia, and S. Korea.
It would appear from the pictures and comments above, it was poor construction techniques, and as Joe mentioned, from pictures it appears to be shallow piles and < sufficient rebar. I would venture a guess that even if they had dug in the wrong place, it would have held had the piles been constructed properly and to a sufficient depth.
