Need clarification AWS AWS B2.1 para 2.7.5 requirement.

Paragraph 2.7.5 states that a tensile test specimen will have a tensile strength not less than the following.

(1)   The specified minimum tensile strength of the base metal.

Does "specified" mean the tensile strength called out in the ASTM or the tensile strength called out in B2.1?

The two are not the same.  For example:
5052-H32 per ASTM B209 has a tensile strength of 31 ksi
5052-H32 of the same material in table IV-2 in the as welded condition is 25 ksi

When working with AWS B2.1 the ultimate tensile strength is in the as welded condition and refers to the UTS listed in B2.1.

Things are different in the wonderful world of NAVSEA TP278, they go by the tensile strength of the base metal in the as wrought condition for the state of heat treatment/work hardened condition purchased. As an example: that knocks materials such as 6061-T6 out of the running for Navy applications where TP278 must be met. Likewise for guided bend tests, the bend radius is predicated by the elongation of the as purchased material.
