Im looking to run .045 fluxcore wire. Is 309 the proper wire to join 310ss to A36 mild?

Yes,,it's the right choice... Also, certain weld joint configs can have cracking issues that I have encountered in the past. When tested, the centerlined cracked welds had extremely low Ferrite levels(less than 3). I ended up solving that issue by welding with ER-312, which yields very high Ferrite levels. (20-30) and took the cracking issue away.  So, just in case you mayencounter some centerline cracking,,that may be an idea for you as well.

312 can be a very good choice, but keep in mind that 312 is essentially a duplex stainless steel and is therefore more readily subject to sigma phase formation if the service temp is high enough.
