I noticed that in AWS D14.3, welders that are D1.1 qualified may be considered qualified to D14.3. Is this true in reverse? Can a welder qualified to D14.3 be considered qualified to D1.1?

The acceptability to other standar is the Welding Engineer responsability.

I would say no and this is my reasoning D14.3:2005 allows for two methods. My concern would be method B (8.3.5) which has no requirement other than sectioning and etching on a workmanship sample this would not be acceptable per D1.1:2006 I believe. I would say D1.1 is equal to or greater than the requirements of D14.3 but not the other way around.
