This may have an obvious answer to some people, but why is a charpy v-notch test required when both the steel manufacturer and the filler metal manufacturer already perform them? I think I understand the fundamentals of this test but it seems redundant. Thank you.

If you are typing of Qualification of process, then think about, when welding heat is used and if not correctly changes the structures of those materials from their tested state into another, the Charpy tests help to determine your procedure's compliance to Code and the ability of you procedure to develop the correct properties.
