I know 309L-16 rods are used for welding 304L ss to mild steel , but what are the long term effects or problems if you have to use 308L-16 ?

The problems are generally short term problems when you use 308 fillers instead of 309. The issue being that the composition of the weld will typically fall in the range where martensite is formed in the weld. This can lead to embrittlement.

Is this what you wanted to know, or is there something deeper behind the question?

By embrittlement you mean the weld bead will crack ?

Yes, it can crack while you are busy welding if the constraint is very high, or lead to possible H2 cracking or to failure if the weld is subject to shock loads any time in the life of the component.

You can check this out by plotting your weld deposit on a schaeffler diagram.
