This is pretty much the same as with ASME IX where the vertical position qualifies impacts for all positions. The vertical plate qualifies impact values for all positions, so you only have to do one set of charpy tests. Under AWS, you will have to weld plates and perform the other required tests for each position you plan to use the procedure in production but you will not have to run charpy's for each position.

It is considered good practice (IMO) to leave your original question "un-edited" in order for others to benefit from it.
