I am trying for the life of me to find a document that one of my New York City project specifications is refrencing and I can not find it anywhere.  I have contacted both the NYC Building Dept. and the BSA (Bureau of Standards and Appeals) and they claim its not in their jurisdiction.

Anyone have or heard of "NYC BSA Rules 16.5 through 16.5.3 and Rule 17"????

How it's called out is "Requirements of critical welds and non-destructive testing shall be in conformance with NYC BSA Rules for Arc and Gas Welding, Rules 16.5 through 16.5.3, and Rule 17.

I would imagine it's a older document from the 1970's because the other documents it refrences are older as well.

Any help would be greatly appreciated.
