You can make life much easier if you use plate to qualify the welding procedure and then qualify the welder on pipe.

You reduce the degree of skill required considerably by qualifying the welding procedure on plate in the flat positon. That will improve the chance of passing the mechanical testing requirements of ASME Section IX.  The question of the welder's skill can be addressed by testing the welder on pipe.
