Is the thickness of metal base a essencial variable for Welder Qualification under ASME IX, SMAW proceess

Yes. The thickness qualified for is 2t when the test is less than 1/2 thick. If it is 1/2" or greater and the welder makes 3 passes or more, the qualification is to the thickness limits of the WPS.

What about the minimum qualified thickness ? Where is that in code ?

Try table QW-450 for PQR & QW-452.1 Weldor qualification.
