Stupid question but do I need to qualify welders for every new WPS?  Using prequalified AWS WPS's (one is a TEE/corner and the other is a butt joint CJP).  Both are carbon steel, same filler metal sizes, parameters etc...nothing changes except joint configuration.  If I already have them qualified to a D1.1 WPS/PQR, that was qualified by testing, do I need to have them test again which would be the same vee groove with backing test?

No.  Welders are qualified per position & process.  Note that the standard welder qual test mandates the joint configuration; it's not tied to your production joint.
