I have no experience with doing an ASME Section IX fracture test for 2F small diameter tubing for welder qualification.  Here is my attempt, is this what it should look like?  The tubing is 1.5 inch diameter with 3/32 inch wall thickness.  Weld size is 3/16 in. per the WPS.  The base is thicker than the wall thickness as required by section IX, resulting in the tubing just bending over with no break.  Is this what the acceptance criteria is referrring to as the specimen bending over on itself?

I score the weld with a cutting disk or a hacksaw to force the fracture. That is the only sure method of verifying fusion to the root is accomplished when the weld is larger than the wall thickness of the pipe or tube.
