Has anyone used the letters on a weld callout "CP" to mean "Complete Penetration"? I don't find them as a documented callout.

I have seen it very often for drawings to call out either "CP" or "CJP" to specify complete (joint) penetration. Of course a groove weld, if a size is not called out, is complete penetration by default.

G Roberts is correct the correct term is "CJP", you can find it in AWS
A2.4 - Standard Symbols for Welding, Brazing and Nondestructive Examination. Paragraph 4.2.7 Joint Geometry Not Specified, Complete Joint Penetration Required.

The welding symbol without any dimensions designates Complete Joint Penetration CJP. On the other hand the symbol with dimensions above or below of reference line designates partial joint penetration PJP. You can see it in AWS D1.1 Section 2. Point 2.2.4.1.
