Yes you need a WPS/PQR that supports the base materials you are going to weld, assuming you have a contract that specifies welding to whichever code. Yes the filler can match the mechanicals/chemistry of the P1 material, you're undermatched on the 4130, but the joint will never be any stronger mechanically than the P1 base metal anyway. It is quite possible to pass mechanical tests with this combination of materials, its done daily all over the oil patch. Remember that this will require preheat and PWSR in all likelyhood.
