I'm pretty sure I have the right answer, but i never hurts to post questions or comments.

1595 is the code that outlines welder qualification testing procedures.  It gives acceptance/rejection criteria for all forms of NDT and DT accept for visual testing? At best it mentions that visual testing is required for all welds, but it doesn't even call out a spec? 

I referenced std 2219 as that is what calls out 1595.

The issue came up when I was training some welders and we wanted to confirm if their test plate would be 1595 acceptable. It passed x-ray, but 1595 doesn't state the visual requirements. Drop-thru, under cut etc.

yah it was replaced by D17.1, but as you know if the contract or job calls out the spec you use it.  Does 17.1 have visual requirements?

17.1 does indeed have visual inspection criteria.

Just because 1595 was canceled means nothing.  It was canceled by the government so they can get out of the library business. :)

My dear friend Joel;

Have you reviewed MIL-STD-1595A in detail? Visual criteria is listed starting on page 42 (clause 5.14) and continues to page 47. The bend radius for the guided bend test is listed on page 43 (something totally absent in AWS D17.1).
