I got the proper paperwork but is there anywhere special I have to send it or just send it to the standard AWS address?

Are you refering to the application to take the test just send it to the certification dept. at AWS.

No, I passed all the tests I was just a few months short on overall experience. I figure I can just send the Upgrade Application to the main address and they will direct it.

Address it to the certification and qualification department.
