What shell be the maximum heat input that can be produced in welding components (fittings) to pipelines under service? Are the ones calculated in the welding procedure specification record? Who does decide (the inspector, the principal, the contractor), and if it isn´t written any where, in what fundamentals shell we base on to attribute one?
