I am unable to determine in D1.1 whether all CJP welds must be tested using either UT or RT or if MT could also be used and can give a reliable result?

Quick answer it depends on the requirements of the contract or if it is qualifying something. As far as the means of testing the processes you mention each have their strong points and weak points that is why you sometimes find more than one type of NDE being done at different stages of the parts being joined. But if in doubt and you want to possibly open a can of worms ask the Engineer of Record.

No. D1.1 does not require all CJP's to be RT or UT tested. The only CJP that are required to be tested are covered in Section 2.18.

Don't have my D1.1 in front of me but i believe that any cjp over 5/16" thick must be UT Tested Joe

In clause 6.1.1, D1.1:2008 leaves it up to the EOR or the contract docs during the bidding process to specify any NDT/NDE other than 100% visual (per clause 6.9).

I think that you are thinking about the thickness where the UT acceptance criteria starts in Table 6.2 and Table 6.3....5/16" - 8"

edit: you can UT thicknesses less than 5/16, but you need your Level III to develope some acceptance criteria (and NDT procedures) for you to accept/reject the indications should you find something.
