For all the pipeline welders welding in Oklahoma. Does Oklahoma require you to get some kind of welding permit or license when you test? Or when you pass your welding test do you have get some permit from the state of Oklahoma to weld?

You must pass a  "state test" before you are allowed to take a jobsite test.  It is not a permit or license but a certification.

so you take a test from a state reconized facility and submit paper work to the state?

Yes.  There are several facilities around the state, usually Vo-Tech schools where the testing is performed.
You can go to the Oklahoma Dept. of Labor website and find the list of testing sites.
