I have a non qualified full penetration joint using A572 materials of diffrent thickness. The joint has configuration of a TC joint but has angle of 150-153 degrees. A larger beam (1") flange intersects a smaller beam of (1/2") flange. The smaller beam acts as an outrigger and is under tension. It is further complicated by the weld not acting as load transfer completly and being under a shear condition with some of the load being shifted to the web. Stiffner plates (1/2") have also been added under the weld joint. Since the 1 to 2 1/2" ratio of weld transfer is not applicable in this situation what is the method of gauging full penetration completion. The fabricator has also chamfered some of the materials (1" flange) further reducing the weld size.

Could you simplify your explanation and question? I'm not quite sure what the conditions are and judging by the lack of responses maybe others don't understand either.
