I am fairly new to the "formal" inspection part of this. When plate is "rolled" into the shape of pipe/tube, even though for structural, would the welder not need to be qualified to weld pipe/tubing?
Sounds like a long seam joint. I've qualified for that type of joint with a 1G plate test, FCAW and SAW.
The short answer is "no". Qualification on plate should suffice.

Is this a girth weld or longitudinal seam weld?

Thanks for your response. Bob, this is both. After welding the formed tubing longitudinally, it is then welded to plates at each end with fillets. Also, this is D1.2.
