I have seen in a tank shop some sort of anti-spatter that they brushed with a paint brush it looked like on the seams before they jet welded the seams any one have an idea what that paste or what ever it is could be?

Are you talking about 7024 Jet Rods when you say Jet Weld ? If you are, I donyt know why they would need anti-spatter. If it is set right there is NO spatter.

Yes I was talking about 7024 and I agree with you about setting them right and there would be no spatter but I was just wondering about the paste not for 7024 jet rods but just in general.

I dont have a clue what they would be puttin on or for what ? I use 7024 ALOT. I have never used anything like that.

I used it back in my factory welding days.  It would come in a concentrate and was water based.  Very sticky stuff.  We would clean up the layout tables with grinders and brush on the anti-spatter sticky stuff with a paint brush to protect the tables from spatter accumulation.  We were using GMAW with .045 wire way back then.  Jet rod (E7024) has almost zero spatter. Can't imagine why they'd be using it for jet rod.
