Lets say I want my guys to be covered in thicknesses of 18 gage to 3/4".  The Joint types are T, Lap, Edge, Butt.  The welds are Fillets, Flare V, Flare Bevel, Square groove and Single V. What is the minimum tests I need to perform on the guys to be sure all bases are covered?  Also D1.3 2008 in Table 4.4 under THICKNESSES says: Thickness tested and thicker.  What is THICKER?  When something like that is stated in this code does it mean the thicknesses that this particular code covers?

Here is what I come up with:
For square groove welds figure 4.1 of AWS D1.3 needs to be performed on 18 gage sheet steel.  This will qualify you up to 3/16". 

For fillet welds figure 4.2C of AWS D1.3 needs to be performed on 18 gage sheet steel.  This will qualify you up to 3/16". 

For flare V and Flare bevel welds figure 4.3C of AWS D1.3 needs to be performed on 18 gage sheet steel.  This will qualify you up to 3/16". 

For single V welds figure 4.31 of AWS D1.1 needs to be performed on 3/8" plate.  This will qualify you from 1/8" to 3/4" in both fillets and groove welds.

Any thoughts??

I think you've about got it, provided you stay within d1.3 for gauge thickness to 3/16".
For square groove also look at 4.7.2 (3) (b)(ii)  (d1.3
Single V, you are correct on thickness, or qualified to thickness tested x2

Be aware of coating limitations in D1.3.
