If you have some two minutes to read this message I would appreciate it so much. If possible, I would like to receive just a few comments from you.
I am involved as a welding consultant for the OWNER in a Cement Plant in Peru. A 4.0 m OD to Shell is being fabricated with very good results in Chinese, now I weld in field.
The shell is construction with Q245R base metal and welded with THJ 422 (E 4303), standard Chineese
I would like more information about AWS equivalent of filler metal and base metal equivalent with ASTM.
Other information for example weld preheat and PWHT for weld particular steel .

Sounds like the welding consultant needs to hire a welding consultant.
You should have bought American.
You bought Chinese, so live with the decision.

I guess you're talking of the cement kiln (furnace).
The kiln and welding material supplier (or suppliers) have the obligation to inform you about the American equivalent to the standards they have followed.
Of course, these equivalences are only approximate and will serve only as a guide.
They have also the obligation to inform you about the need of base metal preheat and weld heat.
Usually, the client appoints the services of a fabricator's erector engineer to supervise the erection and watch that all is done according to the fabricator's instructions and specifications. He is responsible to answer the questions you've asked.

. The other possibility is a WPQR plate but the service is not nice neat structural or --. The one who sold the unit to the operator might have much better answers. How best to go from there is guessing on my part. I hope this is helpful.

Q245R is pressure vessel plate with a yield strength of 245 N/mm2 for thicknesses between 3-16mm with a required impact value of 31J at 0C. Have a look at GB 317 for further properties.
No problem to weld.
