How to know (are there any standards?) about the compatibility of welding different steel materials and about the compatibility between the electrode and the materials to be welded?

The closest I can think of are the Annex's to ASME Seciton IIC SFA specifications.
There is information about what alloys the filler metals are intended for. The alloys are mentioned by specification and UNS numbers.

You mean like The Table 3.1 in AWS D1.1 of prequalified Base Metal-Filler Metal Combinations for Matching Strength.
