Quench them in water? Why? I'd let them cool naturally in still air.

ASME IX implicit allow thermal cut in QW-462.2 SIDE BEND. But I could not find nothing regarding thermal cut in face and root bend specimens.

Seems logic that if side bend specimens could be thermal cut (gas cut), face and root bend specimens could also be prepared using the same process...

Yes. It is possible to gas cut face and root bend specimens under ASME IX BPVC, but do not flame-cut nonferrous materials. I would not quench such specimens after cutting. AWS B4.0 states "The specimens edges may be thermally cut but, in this case, at least 1/8 in. (3.0 mm) of material shall be mechanically removed from the thermally cut surface".
