what is the proper way to set the linkage on the carb. I have a newly installed pc board no directions and place is closed by the time i get home from work

Pretty simple.  First do not attempt to operate the machine with a positive ground electrical system as this will fry the board instantly.  Negative ground only.  As for the linkage, back off the idle stop screw on the carburetor until it no longer touches the stop pin while holding the carb closed.  Next push the plunger all the way in on the idler solenoid and hold it there.  Now with the carb closed and the idler plunger all the way in, tighten the screws in the slotted rod and your finished.  Readjust the low idle once the engine has warmed up.  This is assuming you have the lincoln style idler.  All adjustments are made with engine off.
