I am a 3rd year welding engineering technologist student doing a technical project using a Cloos tandem arc system. I was wondering if anyone knew of any places (Preferably in Canada) that uses this process? Since our program hasn't covered a whole lot about this process I would like to get some insight from the actual industry.

I know a guy that's doing a tandem arc .052 MCAW with a Fronius power supply GMAWP on the lead and traditional spray on the trailer.
Many moons ago I spent a week at the Cloos facility in Shaumberg Ill. During that week they took me on a tour of the Caterpiller plant about a 1/2 hr away. Manufacturing such as that is a good fit for Tandem Arc GMAW. Off hand I do not know anybody else using it. Though as Lawrence indicated there are several versions.
What welding process? GMAW and SAW are commonly used in tandem configurations. If you want SAW, I'd start looking at pipe manufacturers as this is where tandem SAW is often employed. The one tandem GMAW user I know is in the states and is a defense contractor, so I'm not sure how easy it'd be to get in there.
To my knowledege Cloos doesn't do SAW.
