Other than applying the proper preheating, are there any other recommendations or precautions that we should make or take when welding of or to the high-carbon steel (nominally 0.61% carbon) containing 0.75 to 1.05 % manganese? Does anyone have any experiences to share when attempts were made to weld these types of steels? The intended welding application is for one of our shop's crane rail tracks.

You don't say what you are going to use for filler metal  -

Are you going to use low hydrogen  ( 7018 ) or do you have something in mind   ?

That is definitely the plan to use one of our low hydrogen welding electrode types (i.e. MIL-11018 M or MIL-10018 M1) to accomplish the welding.

I was thinking more about manganese steel as that is what the railroad builds up switch frogs with  -

We have developed welding procedures that are applicable for austenitic manganese steel rail tracks. However, this high-carbon steel is one that we were unfamiliar with and thought others out there might have had some experience or encounters....

Give it a little more time.  Hopefully someone with the knowledge and experience you need will spot this and chime in.  That's not me.  That's why I haven't said anything.  Just thought I would take a moment to encourage you to be patient.  Being a voluntary chat forum it all depends upon work loads, available time, and getting the right persons attention.  Your topic title should draw any who are experienced in that particular material.
