Looking for interpretation of D1.5 straightness tolerance Section 3.5.1.2.  Per the code book it says (1/8" / 10) x total length.  So if I have a 43'-0" plate I would be allowed per tolerance 1/2" at the center.  Can someone tell me if that is what they understand as well.  We have a customer that says you have an 1/8" per 10'-0" period.

Kard,
Tell the customer to read the clause - total length is clearly stated.
Your interpretation is correct,

You said "plate" if it is a mill plate then ASTM A6 governs. AWS D1.5 covers fabricated members.

I agree.

I also agree and A6 covers waviness, flatness, thickness ect, all kinds of other dimentional tolerances for plates and shapes for carbon steel.
ASTM A480 covers stainless steel tolerances for plate and sheets.

I have worked as a third party inspector for years, and I think this is a case of a fabricator (judging from the posters names) trying to apply the wrong tol. to a product/material and using it to their advantage.

Before it is cut and worked on and it's in raw sheet form would be A6 for carbon steel or A480 for S/S.  Once its cut, drilled welded then it becomes an assembly then the welding code would take over D1.1 or D1.6.
