I just got back from the API-653 course where I was introduced to the 5% rule for tensile test.

Where paragraph (d) says “outside of the weld or weld interface” does that mean 1) right at the weld the 5% applies and, 2) the remainder of the base metal must meet minimum requirements?     

QW-153.1 Tensile Strength
In order to pass the tension test, the specimen shall have
a tensile strength that is not less than

(a) the minimum specified tensile strength of the base
metal;

(d) if the specimen breaks in the base metal outside of
the weld or weld interface, the test shall be accepted as
meeting the requirements, provided the strength is not more
than 5% below the minimum specified tensile strength of
the base metal.

My interpretation would be that if the failure occurred anywhere in the base metal except at the weld fusion line (interface), the 5% rule would apply.  If it breaks at the fusion line or in the weld metal, the 5% rule would not apply.
