My question is with 4130 material. I verified a WPS and PQR and everything is dialed in with the exception of the 4130. One of the details being welded on was heat treated to 29-33 HRC 4130. The WPS and PQR covers 4130 but says nothing about the base metal (4130) being heat treated. Does a WPS / PQR with regular 4130 cover heat treated 4130? Hopefully this makes sense to someone.

I would say yes, since the heat from welding will tend to decrease the HAZ hardness below that obtained by Q & T heat treatment.

Heat treatment is considered to be an essential variable by most welding standards. The concern typically is post weld heat treatment, but when working with hardenable materials, the initial state of heat treatment is a concern as well. Consider PH stainless steel; it is best to weld it in the annealed condition or you can expect cracks to appear like magic.  Likewise with most hardenable steel alloys. It is common practice to anneal die steels before welding them. Then they are reheat treated before returning them to service.
