I've recently found a product by Miller that blows air across your head and face, under your shield, to help keep you cooler while welding.

One of the apprentices on the job I'm on bought one of these. It seems pretty heavy and he was still sweating as hard as the rest of us after a couple of hours. He said it worked but the prongs that the battery hook to broke on the second day.

I think optrel had a hood (maybe still do) that had built in fans for fogging and air movement...do not think it ever took off.  If you really need it Optrel and others make positive airflow "hoods" that use pumped in air (like from a compressor or A/C system)....it is basically a big shroud of material you wear with a flex hose hooked to it.  Caterpillar issues these rigs in it's factories, they are expensive.

You could check some of the higher end sporting goods stores/catalogs....I  remember seeing a weird backpack thing a few years back that you filled with ice water and it pumped the water thru velcro bands you could strap on your neck/head whatever...like a cheap weird version of a cool suit.
