I would like some input. In an audit of NDE subcontracted service to nca-3800 requirements, NCA 3852.1 (4) (b) I see that all nondestructive personnel shall be qualified in accordance with NB-/ NC-/ND-/NE-/NF-/NG-5521. In NB-5520 personnel qualification certification and verification NB-5521 (4) For visual examination the Jaeger -1 chart SHALL be used in lieu of Jaeger-2 ……… I know what my Answer is but it’s not the same as others in the lab. I take this as if we use a subcontracted NDE facility they will need to have a written practice that states eye exams will be done to J-1 and so recorded on their records. I have the manual and written practice, but the written practice states J-2. In my opinion they must have the requirement of J-1 in the written practice for them to be approved to 3800 requirements. I was told that because we review the reports it’s not necessary for them to have J-1. Again I feel that they must meet J-1. Any opinions would be appreciated…..because I don’t think they should be approved until they meet J-1. MDK
mike, Not sure what they really mean by "we review the reports" but their written practice must reflect J-1 and they must have verification of J1 in the personnel file. This change from J2 has gone unnoticed by many people and has caused quite a stir. It is actually something the Teams are specifically looking at because they know it has gone unnoticed by many.
mike, If they are operating under your program I say yes. But I suspect, even though they comply with your program, they are actually operating under theirs as an approved vendor, and therefore it is their Level III that needs to designate.
