As I work for a European manufacturer using european grade materials, i.e. unlisted in AWSD1.1, does 3.4 (Engineers Approval for Auxilliary Attachments) overule the requirements of Table 4.8 for unlisted materials?

Yes, if the Engineer is the Owner's representative. The Engineer is not the fabricator's engineer.
