I would like to qualified welder for 5/8 OD. x .156 thickness and larger, so the can qualify to weld any thing smaller 2.78;
  as it right now our welder are qualified from 2.875 OD. or larger . and no limit on groove weld because they test on .5 plate. Please give me suggestion how to do it to meet Section 9 and B31.3, PED etc.

Hi vdao

I will answer the question from an ASME IX perspective. (Includes B31.3) A test piece of less than 1" OD qualifies from the diameter tested and up, so to weld 5/8" OD, the test piece needs to be 5/8" OD or smaller. The thickness qualified will be double the wall thickness, so to qualify 0.156" thickness, the test piece needs to be at least 0.078". (Although I would recommend going for as thick a pipe as you can get in that size.)

You will also have to use more than one coupon as per ASME Section IX; QW302.2 for Volumetric NDE the minimum length of coupons to be examined shall be 6" in length  or multiple coupons may have to be used.

For the Diameter restrictions you can find it in ASME Section IX QW452.3 (already answered by Ozniek)
