You can find guidance (and requirements) in most of the codes.  We have no clue what you're working to so no further information ca be given.

P/S: Not trying to sound sarcastic but have you ever actually opened a code book to look on your own?

Jon,
I do, but I would like to have all the experts help me out, I can not locate the one for me yet.
Thanks.

Dear,

You can see the preheat requirements for process piping in ASME 31.3  clause 330 table 330.1.1  and clause 131 in ASME 31.1 for power piping. You can also get the preheat and interpass temp. in AWS D1.1 (structural welding code) table 3.2.

Before applying the preheat consider the chemisty, thickness and material supply conditions etc.

Thanks.

I cannot believe what I am hearing,

Have you not thought about having a look in your bid documents or in your contract documents to see what codes/specifications you are supposed to work to?????
