I have a question, and I'm sure I will get an answer here. If I have a 6" X 4" tube steel With a 5 X 3 tube on top of it perpendicular to it and it calls for a 1/4" weld , do you need to get flush with the top tube first then add 1/4 or just put 1/4 in the flare section? Thanks for any input.P.S. the drawing is wrong and shows a 1/4 fillet weld

We need a drawing.  There is not enough information given to describe the joint configuration.

To which code are you welding?  If you're going by D1.1, and your joint is prequalified, then the short answer is yes, you have to fill to the theoretical level of the base metal.  NOW, since what you're describing is really a PJP flare groove weld, the 1/4 MAY be intended to describe a depth of penetration.  The symbol you describe is incorrect, and the depth should not be called out as you described it. You should go see the EOR before you do anything.

If your welding to D1.1-2010, look at Clause 2.4.1.4.  It should help some.
